Quick update. I removed the battery from my fob, put battery from wife's fob in mine, works! Changed batteries back, works again! So I guess the battery must have dislodged itself in my fob slightly. Still confused why the fob allowed me to lock the car but not unlock it. Anyway, problem solved.

I can open the door from the inside using the handle. The light indicates the door is Locked. It seems like the 'unlock' signal is not getting to the drivers door.

Since the key does sound to be turning try lubricating the cylinder and see if it turns the other way at all to unlock it.If this does not work then it will take a lock smith or someone with door unlock tools to open the door to then access the battery unfortunately.

Yes I tried the procedure; removed plastic cap besides door handle; put good key in ignition w/o starting car; lock door with manual plastic key; push bad fob buttons. does not work. The key will start the car but will not lock/unlock doors. It will not open trunk or set alarm either.
Poor battery connection The battery inside the key fob of Passat has metal retaining clips that hold the battery in position and completes the circuit. If the clips don't have any tension, it can cause contact issues and the remote may not receive any power. Make sure the battery is firmly placed and does not move around when you shake the remote.
